		<description>The French government will still own the palace section, and the state decided that preservation was beneficial and sought the hotel user,  so this really is not a &quot;free market&quot; solution.  At best, the Versailles project is state-directed capitalism.  The only difference between this and St. Louis&#039; Kiel Opera House project (a public building leased to a private operator because the state decided its preservation is important) is the state-side expenditure.</description>
