No, people in unincorporated St. Louis County do not pay taxes toward trash at all, under the old or new systems. The old system left it completely up to individuals or neighborhoods to contract for trash service. The new system bid out areas to companies, and then people were required to use the company that won the bid. The above lawsuit determined that a person who does not generate trash can not be forced to pay a private company for trash services. So, they don&#039;t have to pay privately or publicly for trash, which is good since they don&#039;t generate any.

There aren&#039;t any public trash dumps in the county - just private landfills and transfer stations. And yes, if you try to dump there they make you pay, and will refuse you if you don&#039;t. I don&#039;t think any of the landfills are focused on the general public though, just the trash companies.</description>
