I believe their refusal to up the cigarette tax a few years ago was based on a general anti-tax sentiment rather than a notion that people should be able to smoke (or do other law abiding activities) as near to tax free as possible. And privatized toll roads would be the best toll roads, because then they feel a profit motive to not do work in the middle of holiday traffic and needlessly slow down all the cars. I wonder how MoDOT feels about that? I agree!
