But in the aggregate, missing people will mean formulas by which Missouri will miss out on federal dollars. Since I'm from New York State, that ought to be fine with me. But since I'm a librarian and want to have as accurate a count as possible, it would be to my information user side's best interest to get everyone. I'm so torn...
