In that state, energy conservation is a state mandate. And one of the ways they are hoping to achieve the standards set forth in the 2008 legislation is through an large appliance program for residential consumers. Why? Because this is a proven method to get people to lower their consumption of electricity. And if it stimulates the economy in the mean time, then its a win-win.
