I realize that a 'standard, employer offered policy' does change it only a little every year, but being able to budget for more than one year at a time would help employers/individuals. This would especially help people retire early and have their health costs be fixed until Medicare kicks in. I realize that the insurance company will want to re-open the contract if the person gets a long(er) term illness and the risk may be something they don't want to take on.
