The 1.1 billion that "Illinois will receive" is to work on the corridor between Chicago, St. Louis, and Kansas City. This will build a track from Chicago to St. Louis but also work on a high-speed rail project in Kansas City, as well as fund studies about the effects of further development of high-speed rail. All of this creates jobs, both here and in Illinois. Missouri will be eligible for a significant amount of this money.

The $31 million for the project from Kansas City to St. Louis is for normal passenger rail, focusing more on getting trains on time rather than improving their speed. The current trip between our two major cities is only on time 15% of the time at the moment, which this project is supposed to improve to 100%. This is clearly a vast improvement, and far more important than simply improving the speed of the trains themselves.
