The private restaurants are more likely to be sued over faulty product, and so hold themselves to their own standard. The threat of [frivolous?] lawsuits encourages the restaurants to 'fly right', or waste money and pass the costs along to the consumer. I don't recall a school district being sued over food lately, but maybe I don't read the right press. I read this story and take away something else.
