That's very interesting. If the State were truly focused on creating jobs that are productive and long-term, then they should target post-production activities because they last much longer than film shoots. In the status quo, filmmakers pack up and leave when their shoot is done.
Do you know of any state that has shifted its attention like this?

I don't know why all the attention is on film shoots. As a producer and artist I believe television production, particularly shows like game shows, would create more long lasting jobs.I also think that other parts of film making and television production (i.e. post production) would also create longer lasting jobs for Missourians. There are many theaters in Branson for instance that could easily be converted to studios for music scoring, mixing, ADR, foley, EFX and all post production instead of just concentrating on shooting. There are msny qualified ex Californians who now live in Southwest Missouri who are capable of doing these jobs and training others to fill those positions.

Thanks for the comment!
I agree that there are probably better ways to structure these incentive programs. My biggest reason for opposition is the fact that they often add to the burden of existing taxpayers. Also, reducing payroll taxes is always a good idea, IMHO.

If the state directly hands money over to film-makers before the fact, then I agree that is a subsidy, and defacto corporate welfare, ie bad. However, a tax incentive could be offered successfully, along lines of say, waiving payroll taxes on cast/crew, etc.
