		<description>Aren&#039;t entrepreneurs and private citizens urban planners?  I get your point, but I don&#039;t know why you would knock professionals because they have experience.  
Policy makers at all levels make decisions based on expert opinion.  Having a well defined plan is a good start to getting somewhere people want to go.  And don&#039;t doubt for a minute that the community had a say in what was developed in the past.  There&#039;s always someone willing to shout and mix it up.</description>

		<description>I want to briefly differentiate between urban planners with their &quot;visions&quot; and belief in government nobility and the types of planners who approve zoning changes, come up with much more reasonable long-term plans for a community, etc. I know many of the latter from my days with county government, and if this project involved them more I would have much more faith in it. I am probably doing a poor job of explaining the differences, but it is one of those things you just know when you see.</description>
