Fuel taxes in Missouri are $0.36 per gallon. Not cheap, but marginal increases to this number would likely not affect travel much, though as you said, such a change would be regressive. Allowing the system to die is probably not the best way to replace it with a private one, but as you know, Eric Morris has been posting some great things on <a href="http://freakonomics.blogs.nytimes.com/" rel="nofollow">the Freakonomics blog</a> about toll roads. The fact is that we have great technology that means we don't need to keep operating roads the same way we have for fifty years. GPS may not be the best answer, but I am open to reducing reliance on fuel taxes, especially if this is part of a larger plan for implementing privately funded roads and highways.
