Their is no oversight of CID’s. Also note that the Wesport CID in Kansas City is now using money for political contributions. I have done extensive research on CID’s in Kansas City. I have estimated that over $3 million sales tax money is being spent this way.

I certainly agree that the legislature needs to amend the law to make it clear that local councils do not have to allow CIDs just because a majority of property owners want it. As southkc has alerted us to, too often the majority of property owners is one out of one, and the taxes just get taken and spent like he (or she) describes above.

When CID’s are created only for private benefit city councils should not approve them. On the Plaza in Kansas City one building(Skelly) has a CID. The property owner petitioned the City Council to create this and impose a sales tax. Citizens think they paying taxes for government services to benefit all citizens but in fact the CID is collecting taxes only for private benefit. This is their 1st year budget 55K for exterior improvements, 36K for interior improvements, 15K landscaping, 45K maintenance, 20K administration, total 171K.
