		<description>That does make sense - having high schools report how many of their college-bound graduates need to take remedial classes as college freshmen. That would indicate whether a high school&#039;s graduation requirements are tough or lenient.</description>

		<description>This doesn&#039;t just seem like rhetoric to me.  Disclosure of the information that he mentions in the WSJ is exactly what parents need to make informed choices for their children.

Mr. Duncan has said he wants states to adopt tougher academic standards. States would be required to supply data showing how their students&#039; scores on state tests compare to their scores on national evaluations. The administration wants states to disclose how many of their high-school graduates go on to college and are able to earn credits without needing remedial classes</description>

The only thing they will be &quot;competing&quot; on is how fast they can fall in line with the federal requirements.
