You even included &quot;tightly enforcing&quot; in your opening sentence. My first thought when I read your title was &quot;Seat Belt Law Holding Back St Louis,&quot; but we could add something about tighter enforcement to increase pun-osity. 
I think the $3 mil/human life figure that I quoted you reflects the external cost of losing a loved one(it accounts for the exorbitant amounts people are willing to pay for one additional year spent with an economically unproductive loved one[an &quot;irrational&quot; behavior I&#039;m definitely not above]).
Good post, you could&#039;ve added something about the moral hazzard of seat belt laws, how people actually *do* drive more recklessly when they&#039;ve a seat belt on.</description>
