A lot of cities, especially here in the South, frankly need to be rebuilt from the ground up. Rapid rail should be part of the equation;yes,it is expensive; yes,it would be hard to plan. However,  Anmericans have always been ableto attack and overcome these problems.ifour cities are going to be trulymade &quot;9/11 ready&quot;, it will yake a massive re-planning ,re-building job anywayPrivately run rapid rail, in concert underlocal civic planning,  should be an integral part of urban transportation. The technology would allow a very low passenger/energy use unit ratio if done properly.

the bigger issue,as I have touched upon,is this: do we need to rethunk how we allow development of towns and cities( future ones);how dowe rebuild current cities to handle more and better transportation;where does the government&#039;s &quot;right of emminant domain polices&quot; fit in; do we need a national land use and city development policy to protect our farmland,national heritage points,etc., as well as to and to effectively and efficiently get the land needed to standardize transportational access and emergency readiness.I am ready to push for such an initiative, although I&#039;d bet that a lot of my conservative associates would not be.</description>
